In association with the CSG Midwest Annual Conference, we are very happy to invite you to a reception honoring the U.S. state and Canadian provincial governments of the Midwest. It is Sunday, July 21st, at the Marriott Downtown Magnificent Mile, from 5 to 6 pm.


We represent your counterparts in Japan – all 47 prefectures and over 1,800 local governments. Our organisation, the Council of Local Authorities for International Relations (CLAIR), has been working to connect with sub-national governments all over the world since 1988. It is an essential mission of CLAIR that all of us are the true engines of the administration of society and where the real work is done on behalf of our respective citizens. It is in that spirit we seek to engage our counterparts in a discussion and exchange of ideas about how best to administer the services that we all provide. Our office in New York, which we call the Japan Local Government Center (JLGC), covers both the United States and Canada. We believe that all of us have something to learn from and to something to teach each other in order to create the best possible environment for our residents.


We work with all the major organisations of governments in the United States and Canada on a regular basis to strengthen this bond we have as governments. This year we want to reach out specifically to the heartland and are excited to do so. So, we want to encourage you to bring all your state and/or provincial members attending the conference to our reception, where you will have the opportunity to meet not only representatives of Japan’s governments but also Japanese companies that are in your own backyards. Moreover, if you would announce this to all your colleagues in your respective states/provinces, who may be attending the conference, then we should be so appreciative.

Synopsis


Chiune Sugihara is a Japanese diplomat posted in Lithuania. In Lithuania he and his partner, Pesh, gather intelligence on European affairs. As WWII begins and Germany invades Poland, hordes of Jewish refugees flee to Lithuania. In search of transit visas, they turn to Sugihara who is torn between his loyalty to his country and his loyalty to mankind.
